Actually, it's not really the Council's plan. It was produced for them by FDP Savills, the Property Services company. This may explain why (a) the plan is so different from the 2002 Southern Area Draft Plan produced by the council eighteen months ago and (b) why it seems to have been produced by people with little knowledge of the site.
The Council's website has a few details here. You can see the plans at Follaton House, but we have reproduced some of the key documents here. It's worth pointing out that unlike most planning applications, which include large-scale detailed plans, this application consists merely of a few A4 pages of text and plans.
