On the issue of consultation Stephen acknowledged that they have been criticised for not doing enough. There has been a history of consultation in the southern area but now there is an urgency for affordable housing so the council want to push the plan through quickly. In hindsight they should have given it more time. The Southern area plan will go to the planning committee no earlier than February 2004. They have already received many letters.
