This is the lower deck of the multi-storey car park. Imagine trying to park in the slots marked with a red dot when the spaces around them are all occupied.

Line A is the rough level of the floor of the top level of the car park.
Line B is the ceiling level of the top floor of houses built on the car park.
Line C is the rough level of the top of the roofs of those houses.
