The town council unanimously rejected the plans on 1st December 2003. Pruw commented that she has been involved in a lot of public meetings and had never seen the Civic Hall so full! She wanted to point out that the Town Council can only make a recommendation to the planning committee. This may only be 'Outline Planning' Application, but if it is passed through it will be voted on by district councillors, some of whom don't know the town. Pruw then read out a letter from the Town Council to the SHDC, the main points of which were:
Pruw questioned why the Leechwells needed to be 'overlooked' for security and need for street lighting, when there has not been a single reported incident. These plans do not meet the needs of the town and community. Southern area needs a development of the best quality; this is the last area in Totnes that will be developed.
